What's the point of the sunglasses I saw at Wet Seal?

When I was shopping at Wet Seal the other day, I saw these really odd glasses. They were bright green (they also had them in red and one other color) and plastic. The thing that was odd, was that where the lenses were supposed to be, there were strips of the plastic. It kind of looked like blinds across your eyes. There was nothing to protect against the sun, so I don't see the purpose! I just couldn't figure them out! Does anyone own them or has seen them and can explain them to me? I can't find the online link. Thanks!

Actually these shades are quite popular now. Why? I have no clue. To walk around and look ridiculous i guess.
