Polishing Lapping

If you pay the discounted fare for an infant, do you get a seat for them?
I already asked this in the air travel section, but didn't gt any answers...
I bought tickets for me and my 3-month-old daughter to fly to Europe.The price of her ticket was 10% of mine. Does that mean she gets a seat and I can use it for her car seat, or did I pay extra just to be able to hold her on my lap?
It's a Polish airline - LOT. And I know, I should just call them... tried once, but their automated system sucks.
I am reasonably certain that you just paid extra to hold her on your lap. Look at it this way, a seat's a seat to the airline. They don't care if the person sitting in it weighs 180 pounds or 15 pounds. No way would they sell you an entire seat for your child for only 10% of the ticket price. She still takes up an entire seat, that they cannot sell to someone else, if she sits in one.
Edited: I just looked at the policies of some US airlines and it appears that when you fly domestically, they let you have the infant on your lap for free. When you fly internationally, you pay 10% to fly with the infant on your lap. But this includes checked "baggage" for the infant like a stroller or car seat.
