Law regarding drilling holes in rented unit?

We live in a complex with multiple units and the landlord will not let us hammer/drill even the smallest hole to hang up our mirrors and frames. What is the law regarding this case. Can we drill holes and fill it up before we vacate or can we not drill holes at all? Thank you.

The landlord has the right to ask you to not put holes in the wall. Perhaps you can negotiate one or two. You put a lot in, you risk forfeiting your repairs deposit.
