Concrete Grinder

How do I cut through a concrete wall with wire/steel running through it?
I want to install a vents in my ground floor flat, I've had a workman out to start the work but he found when cutting the brickwork/concrete wire/steel was through it to give give the building better structure. What should I use to cut this? e.g. wire cutters, angle grinder, electric hacksaw or a core cut. Also who should do this work ? a bricklayer, joiner, labourer or builder? any advice would be much appreciated. thanks.
A core cut would be the most safe way to do it. Other than that I would get a professional, first of all when cutting though brick or Masonry it is a mess. You also need to know the structural integrity of your wall and know if it load bearing or not. Once you get a pro. they will need to plastic off the area, filter the air and probably use a K12 rescue saw with a Diamond tip blade to make any large cuts. Also it's going to be loud so warn your neighbors.
