Where is the clamp located in the front end of your tire?

I was told that I lost a clamp in the front tire. Tell me what they mean. I tire kinda broke but went up into the frame of my truck. So the tow guy says he fix it but to add lock nuts on to it so the lug nuts won't come off again.
better explaination here.. in the tire system that hold the tire on the rim. Some where around the tie rod and axle. From my understanding.

some one is feeding you a line....no clamps in tire.....only thing i can think of is a balance wieght...and they dont clamp on....good luck
