Having troubles with a Main shut off valve.?

A brass Hammond gate valve 3/4 main shut off valve. I turned off main to do some pluming work and now I go to turn water back on the valve keeps spinning and no water? Is there some kind of trick to these valves? (not a ball valve.)

It needs replacing.Use a ball valve next time.Gate valves suck.They don't stop water they just slow it down.
