The Tampa Bay Lightning won the Stanley Cup in 2004. As far as I know, none of the other teams listed here have won a championship. Since the increase in the number of teams through expansion, starting in the 1960s, there are several teams that haven't won a championship. In the NHL, for instance, the list includes the LA Kings, St. Louis Blues, Vancouver Canucks, Buffalo Sabres, Atlanta Thrashers, Florida Panthers, Washington Capitals, Columbus Blue Jackets, Nashville Predators, Minnesota Wild, and San Jose Sharks (and I may have missed a few).
In fairness, though, it's often true that to build a winner, you have to be a loser. This gives you the high draft picks necessary to get the top young players who will eventually take you to the top... assuming you have the smarts to choose the right players and develop them appropriately. For this reason, I think it's more interesting to create a list including the year the team was particularly bad. Here's my list:
Worst hockey team: 1974-75 Washington Capitals (8 wins, 5 ties, 67 losses)
Worst football team: 2008 Detroit Lions (0 wins, 16 losses) and 1976 Tampa Bay Buccaneers (0-14)
Worst basketball team: 1972-73 Philadelphia 76ers (9 wins, 73 losses)
Worst baseball team (modern day): 1962 New York Mets (40 wins, 122 losses, more than 60 games back of the pennant-winning San Francisco Giants)
Worst college football team: 1990-98 Prairie View A&M University (80 straight losses). In 1991, their opponents averaged 56 points per game against PVAMU, while PVAMU scored 48 points all season.
Worst college basketball team: CalTech Beavers (NCAA Division III) lost 207 straight games from 1996 to 2007, the longest in North American sports history at any level.
Worst pro sports team: The Los Angeles Clippers/ San Diego Clippers/ Buffalo Braves have had only 3 winning seasons in 40 years. Their all time winning percentage is .362; no other sports team is below .400.
